Who makes up the CSS and ISS?

Just wondering how NHL's Central Scouting Services and International Scouting Services work. How many scouts are employed by these services and do they scout year long? Are the rankings based on votes at the end of the year? Or are these scouts that work with NHL teams that send in a ranking after an NHL commissioned survey?

Anyone know anything about this or can link me to an article showing how it all works?
